FOR THE USE OF QUIRINO GRANDSTAND, PARADE GROUND AND ELEVATED AREA

  1. The applicant has read and agrees to comply with General Park Rules and Regulations.

  2. The filing of this application does not give the applicant the right to enter or use part or portions of the venue applied for until and unless a permit has been issued.

  3. A non-refundable reservation fee of 20% of venue rental is to be paid upon submission of this application form.

  1. Accredited caterers whose services shall be availed of by clients shall remit 15% of the total catering contract to the NPDC, before the permit is issued to the client.

    a. Should the services be availed of, a refundable P10,000.00 cash bond shall be paid
        and 20% of the total catering contract shall be remitted to NPDC, before the permit is
        issued to the client.

          b. NPDC shall not be held liable for the breach in any provision of the catering contract
              between the client and the caterer.

  1. In case of cancellation, please refer to the Guidelines in the Application of a Park Permit for the Use of Rizal Park and Paco Park Facilities.

  2. The request for re-scheduling of the reserved date by the applicant shall be subject to the availability of the venue and shall be made at least 15 days before the original date applied for. If reservation is made anytime after the 15-day period, there shall be a subcharge of 20% of the total venue rental.

  3. The applicant must provide an ambulance or first-aid station for the security of the viewing public. The applicant will also be held liable for injuries or loss of life resulting from the activity which is being sponsored.

  4. Set-up days (i.e., stage construction, light and sound installation, etc.) in preparation for the main activity are subject to the availability of the area.

  5. The applicant shall post a refundable cash bond depending on the activity to be held and the projected number of participants. The cash bond shall answer for the use of facilities in excess of the contracted period and for whatever damages may be incurred by the project organizers, their agents and audience to park facilities. A request for the refund must be made in writing to NPDC after the event.

  6. Streamers and other advertising paraphernalia may be put up five before the activity and must be dismantled not longer two days after the activity; otherwise, a dismantling cost of P100/streamer per day shall be charged. The number of streamers allowed is limited to a maximum of five.

  7. The applicant is required to install a minimum of 20 portalets for a projected crowd of 5,000, with an additional 10 portalets for every 5,000. Ratio is 3:2 (females-males).

  8. The applicant, in coordination with NPDC, shall ensure that no establishment in the area shall be inconvenienced by the activity.

  9. In case the activity includes a fireworks display, the applicant shall secure a permit from the PNP-Firearms and Explosives Division. It is the applicant who shall be held liable for any damage, injury or loss of life resulting from the fireworks display.

  10. Upon acceptance of this application, the applicant shall be issued a Park Permit upon full payment of all assessed fees. All forms of payment are acceptable. In case of personal cheques, the permit will be issued only upon clearing of the cheque.

  11. The NPDC reserves the right to refuse a permit to any applicant should there be a patent violation of NPDC rules and regulations. Further, considering that the Quirino Grandstand is primarily used for events of national importance, the NPDC reserves the right to cancel or re-schedule any activity should an event/activity of national importance require its use.
