Bidding shall be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion. Bids received in excess of the ABC shall be automatically rejected at bid opening.
Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project Costing at least 50% of the ABC.
The BAC will issue hard copies of bidding documents at the Office of the BAC Secretariat, Executive Building, NPDC Compound, Rizal Park, Ermita, Manila from 8:00 a.m. to 5:00 p.m. upon payment of a non-refundable fee as indicated above. Prospective bidders may download complete bidding documents from the NPDC’s Website, if available, provided that the bidders shall pay the fee not later than the submission of bids.
Pre – Bid Conference shall be opened only to those who have purchased the Bidding Documents.
Prospective bidders shall submit their duly accomplished forms as specified in the BDs in two (2) separate sealed bid envelop to the BAC Chairman, the first envelop shall contain the Technical Component of the Bid, which shall include the eligibility requirements. The second envelop shall contain the Financial Component of the Bid. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and post qualification.
NPDC reserves the right to accept or reject any bid, declare failure bidding or not award the contract in the situations cited in Section 41 of R.A. 9184.
